Sure they do - otherwise they’re stupid communities.
They just don’t count on taggers - which then begs the question, why are they considered a problem? To be honest, I like having them around. Graffiti makes modern architecture look lived in. I’m not saying it’s all good, but I apply Sturgeon’s Revelation to life, as much as possible - I’d rather take the good with the bad than not have any good at all.

This applies, to me, to building design. And cars. And clothes. So, I’m happy to roll with it when it comes to graffiti as well.
I’m waiting for the first designer to incorporate graffiti into their design.
So, imagine that the doorways and pillars are treated with a thin coat of grease (a favourite trick of artists doing big burns - or so I’ve read - as it makes it impossible for anyone to cover your piece), but the flat sections, right on the sidewalk, aren’t treated, creating a natural graffiti space. I know it ’s not to everyone’s taste, but I’d rather that than a series of billboards (which is far more typical and way more ugly - nobody complains about them though.)
I don’t need to buy gum - I need something colourful to look at.
Now, for the sake of fairness, I’m going to go read up on what the United Way has in mind with this poster (taken, for the record, at the Commercial Sky-Train station.)

Libraries of the world
October 16, 2006, 11:57 pmIn the Jimmy Stewart classic, Bell Book and Candle, Stewart’s office features a 15 foot bookshelf, with a rolling ladder and a leather couch inclusive. I love that bookshelf. I want that bookshelf.
